Did George Washington and Thomas Jefferson grow marijuana?

Dear Cecil:

I have heard Thomas Jefferson traded marijuana blends with George Washington and the other founding fathers. I find this hard to believe, but the rumor is ubiquitous. Can anyone verify if it is true or false? I e-mailed the famous Jefferson scholar Clay Jenkins but got no response. However, on his podcast, The Thomas Jefferson Hour, he did admit to donning his Thomas Jefferson impersonation gear and visiting Burning Man. Should I take this as a tacit admission of our third president's smoking habits?

— Piddyx

Cecil replies:

Two approaches we could take here. The first is we just stick to the facts. Lotta fun that is. The second is we wave gaily at the facts en route to a more entertaining sociopolitical perspective. This is the Fox News system, and you can see it works for them. Let's see what we can come up with based on the following:

Botanically, marijuana equals hemp. As we've established in the past, these are basically two names for the same plant.

Useful for rope, paper, and clothing, hemp was long promoted in Virginia as an alternative cash crop to tobacco. Tobacco depleted the soil, and gluts sometimes drove prices down. Shifting economics led to a small "hemp boom" by 1765. In two Virginia counties, folks were allowed to pay their taxes in hemp.

Both Washington and Jefferson tried growing hemp on their Virginia farms, with mixed success. Washington used some of what he grew to make hemp clothing worn by his slaves. However, U.S. hemp exported to Britain often was of such poor quality that it couldn't be sold, and Washington was never able to turn a profit on the crop despite sustained effort. Jefferson also seems to have grown hemp strictly for local consumption, from which we deduce he couldn't make money at it either. In short, not only were Washington and Jefferson marijuana farmers, they were unsuccessful marijuana farmers.

Notwithstanding their failure to make a fortune from hemp, Jefferson and Washington kept at it. Washington continued to tout the crop after he became president. Jefferson invented a better "hemp brake" to separate the fibers from the stalks, something he thought was so important agriculturally that he refused to patent it. This tells us two things. First, Jefferson ran an advanced marijuana processing facility. Second, he was a socialist.

Both Jefferson and Washington traded seeds and plants with other farmers on a regular basis. Jefferson wrote of receiving hemp seedlings from someone in Missouri, and it would have been only neighborly to send some Virginia seedlings back. Chances are Washington did the same. Couple this with the fact that the two men at least tried to sell their hemp crops and we're obliged to conclude: Washington and Jefferson weren't merely marijuana farmers, they were marijuana dealers.

Were they marijuana smokers, though? Let's continue our review.

No great social stigma was attached to smoking pot in the late 1700s and early 1800s — pot use wasn't considered a problem until the early 1900s.

Thomas Pynchon's novel Mason & Dixon (1997) features a scene in which George Washington shares a blunt with the eponymous surveyors while Martha dutifully supplies them with doughnuts and other munchies. This doesn’t prove anything, of course, being fiction and all. But it’s reassuring to know that whenever an opportunity presents itself to combine historical revisionism and pot jokes, Pynchon is all over it like a wetsuit.

Despite the above, I couldn't find any contemporary accounts suggesting either Washington or Jefferson ever indulged in, advocated, or even mentioned smoking pot. The National Organization for the Reform of Marijuana Laws, an organization dedicated to being a voice for "responsible marijuana smokers," simply notes that Washington and Jefferson grew hemp for economic reasons.

But let's not give up too quickly. In his diary for August 7, 1765, Washington writes, "Began to separate the Male from the Female hemp … rather too late." Female marijuana plants are the ones that contain enough THC to be worth smoking. Some take this to mean Washington was cultivating the plant not just for fiber. Of course, two days later Washington says he put the hemp in the river to soak and separate out the fibers, and later in September that he started to harvest the seed. That suggests he divided the plants because the males made stronger fiber while the female plants produced the seed needed for the next year's crop. Jefferson in his Farm Book wrote that a female plant would produce a quart of seed, and a bushel of seed was enough to plant an acre.

Do these guys sound like midnight tokers? No, they sound like farmers. Just shows how clever they were at covering their tracks.— Cecil Adams

President Obama received a high-level briefing only three days before Christmas about possible holiday-period terrorist threats against the U.S., NEWSWEEK has learned. The briefing was centered on a written report, produced by U.S. intelligence agencies, titled "Key Homeland Threats," a senior U.S. official says.

The administration official, who asked for anonymity when discussing sensitive information, says that nowhere in this document was there any mention of Yemen, whose affiliate of Al Qaeda is now believed to have been behind the Christmas Day attempt by Umar Farouk Abdulmutallab to bring down a transatlantic airliner with a bomb hidden in his underpants. However, the official declined to disclose any other information about the substance of the briefing, including what kind of specific warnings, if any, the president was given about possible holiday attacks and whether Yemen came up during oral discussions.

According to the official, the holiday threat briefing—one in a series of regularly scheduled sessions with top counterterrorism officials—was held in the White House Situation Room on Dec. 22. Present were representatives of agencies involved in counterterrorism policy and operations, including Attorney General Eric Holder, Homeland Security Secretary Janet Napolitano, and FBI Director Robert Mueller. The CIA and the national intelligence director's office were represented by deputy agency heads: CIA deputy director Steven Kappes and David Gompert, the principal deputy to national intelligence czar Dennis Blair. Also present was Michael Leiter, director of the National Counterterrorism Center, a unit of the intelligence czar's office that was created after 9/11 to ensure that intelligence reporting about possible terrorist plots was shared quickly among all U.S. agencies that might have some capability to do something about it.

The senior official says that beginning in early December, based on reports coming in from intelligence agencies, policymakers had begun tracking a stream of information that alluded to a possible holiday-period plot against the U.S. orchestrated from somewhere in Pakistan. However, the official says, this reporting later turned out to be "garbled," and it was determined that the threat was probably a washout. The official denies that the White House received any report, representing the consensus of U.S. intelligence agencies, warning that a holiday-period plot originating in Yemen and targeting the U.S. homeland could be in the works.

In a background briefing for reporters on Dec. 29, also attributed in an official White House transcript to a "senior administration official," that official asserted that in the wake of the attempted underpants attack, it had become clear to the president and top advisers that before Christmas the U.S. government was in possession of "bits and pieces" of information, which, if they had been properly knitted together, "could have ... allowed us to disrupt the attack or certainly to know much more about the alleged attacker in such a way as to ensure that he was on, as the president suggested in his statement, a no-fly list." In the briefing, the official identified three rough categories of information that the government had which could have been relevant to foiling the attack: information about Abdulmutallab and his plans, about Al Qaeda and its plans, and about "potential attacks during the holiday period."

Asked about what kind of intelligence reporting was circulated to senior officials about possible holiday-period attacks before the underpants incident, a U.S. intelligence official, who also asked for anonymity, explained: "As everybody knows, terrorists often speak in coded language, especially when they think their communications might be intercepted. There was no clear discussion of an attack, on Christmas or any other time, in the Middle East or anywhere else. But as veiled as the message was, it was spotted, processed, analyzed, and presented to senior policymakers as a warning sign—however vague—of a holiday attack. While this was handled properly, there were, to put it mildly, virtually no details at all. That happens." When NEWSWEEK asked a senior administration official about this characterization of a warning that was passed to White House policymakers, and whether it tracked what was presented at the Dec. 22 presidential briefing, the official would not comment.

Presidential aides are concerned that Obama will somehow be unfairly accused of dropping the ball on the fight against terrorists in Yemen—a country where, in fact, the evidence suggests that Obama, as early as last summer, ordered a significant increase in U.S. intelligence activity. In the weeks before the Christmas incident, several U.S. officials have told NEWSWEEK, Obama authorized a major expansion in U.S. intelligence, military, and material support to Yemen's government—an escalation that some officials acknowledge could be characterized as a new covert war.
(AP) WASHINGTON (AP) - If the nation ever faces a large-scale attack by a biological weapon like anthrax, the U.S. Postal Service will be in charge of delivering whatever drugs and other medical aid Americans would need to survive.
In an executive order released Wednesday, President Barack Obama put the Postal Service in charge of dispensing "medical countermeasures" to biological weapons because of its "capacity for rapid residential delivery."

While most likely unrelated, the release of the executive order comes less than a week after a man with alleged ties to al-Qaida tried to bring down a Detroit-bound U.S. airliner. In recent days, Obama has sought to assure the public that his administration is doing what it can to protect the nation from terrorist attacks.

Under the new order, federal agencies must develop a response plan that includes possible law enforcement escorts for Postal Service workers and gives anthrax "primary threat consideration."

Anthrax made headlines in the weeks following the 2001 terrorist attacks when letters containing the substance were sent to lawmakers and news organizations.

The spores killed five people: Two Washington, D.C., postal workers, a New York City hospital worker, a Florida photo editor and a 94-year-old Connecticut woman who had no known contact with any of the poisoned letters. Seventeen other people were sickened.

Obama says his decision to give the Postal Service a role in responding to a widespread biological attack won't supersede the authorities of other agencies.

I missed the implications of this up front and I bet you all did too, but I am hearing from members of the American intelligence community and some on the outside closely connected to those on the inside who are raising a huge red flag right now.

It appears Barack Obama inexperience and amateurishness has just started bonfires on the bridges connecting him to the American intelligence community and delivered a huge, HUGE psychological win to Al Qaeda.

People tell me the President’s rush to acknowledge the attack on the CIA in Afghanistan and mourn the deaths openly, publicly, and via press release is a huge no no. The CIA and greater intelligence community would prefer not to have the attention put on them. Additionally, because the President took the time to draft a blanket statement focused on the CIA in general instead of individually and more privately focusing on the families of the victims, it acknowledges the CIA’s work in Afghanistan, acknowledges that the attack has an impact on the CIA, and gives the terrorists a new recruiting tool — “you too can cause America to publicly mourn the loss of their spies.”

To you and me this may not seem like a big deal. But I’m told this is hugely significant and shows just how out of touch the Obama administration is with the intelligence community. I’m told that no other President has issued such blanket statements of public mourning directed toward an attack on the CIA and thereby having the White House itself confirming an attack on our intelligence community.

The intelligence community is licking its wounds right now and Obama’s rush to confirm for the world that the community suffered such wounds has the intelligence community simmering tonight and Al Qaeda preparing a PR blitz with what they view as good news.

UPDATED: Take the information above and couple it with this. The White House is subtly blaming the intelligence community for the failure to deduce the Delta/Northwest attack.

Why?

Presidential aides are concerned that Obama will somehow be unfairly accused of dropping the ball on the fight against terrorist in Yemen

Because the President is worried about being blamed, the White House is trying to blame the CIA while at the same time undermining the CIA through a rush to publicize the Afghan attack.

Either this White House is willfully trying to sabotage the intelligence community or they are rank amateurs. I pray to God in Heaven it is the latter.

We have followed President Obama's declining approval ratings since near the beginning of his presidency. One of the more interesting figures is what Scott Rasmussen calls the "approval index," which represents the difference between Obama's "strong approval" and "strong disapproval" scores. The approval index is significant because it measures intensity and because so far, it has been a leading indicator of Obama's overall approval/disapproval rating.

This chart depicts the steady decline of Obama's approval index from his inauguration to the present:

The decline continues, as currently Obama stands at -18, and his approval index has been as low as -21. Overall, currently 46 percent of likely voters at least somewhat approve of Obama's performance, while 53 percent disapprove.
